Russia – digital transformation of ecology and natural resources management

In December 2021, the Government of the Russian Federation defined the strategic direction for the digital transformation of the ecology and nature management industry.

The main issues that need to be resolved by digital transformation are:

  • Extensive use of paper-based documents.
  • High labor intensity and low efficiency in the production and storage of natural resources data.
  • Insufficient level of reliability, relevance and completeness of statistical information.
  • Lack of accurate accounting and control of waste streams. The Russian waste management industry is in its early stage. Using digitalization in order to understand the volumes and types of waste streams will accelerate the process of improving the industry.
  • Lack of access to the internet for visitors to protected natural areas.

The digital transformation the ecological sector will also reform the Russian waste management industry.

Key deliverables are:

  • Avoidance and mitigation of environmental disasters.
  • Centralized database for all classes of waste management.
  • Complex monitoring of environmental conditions.
  • Increasing the efficiency of technological processes.
  • Reducing cost.

During the implementation of the digital strategy, the following technologies are required:

  • Analytical data processing.
  • Artificial intelligence technology is needed in the development of ecology and natural resource management for:
    • Monitoring and analysis of information.
    • Integrated hydrometeorological and environmental forecasting of hazardous meteorological phenomena.
    • Fire hazard in forests.
    • Real-time decision-making automation (including the creation of methods and models).
    • Detection and identification of flora and fauna in a complex environment.
  • Big data and analytical data processing will be used as part of the development of the ecology and environmental management industry for the accumulation, storage, analysis and processing of data in the federal state information systems and digital platforms.
  • Data storage. Radio-electronic products for data storage systems and server equipment, workstations, software and hardware, communication equipment, video control systems.
  • Digital twin technology to create a database of the new generation of natural objects (ecosystems), including subsoil, water objects, forests, habitats of wildlife.
  • Earth sounding.
  • Internet of Things technology to improve the efficiency of data collection and transmission from stationary and mobile observation points.
  • Unmanned aerial vehicles to survey the natural environment for management and planning (e.g. reproduction), protecting natural resources, protecting the environment and controlling climate change.
